Well i would hope they would have jobs while in foster care ( older ages) so that once they are no longer in foster care, they would have money to get themselves a place or maybe the system could pay for 1 mth of rent to get them started on the right path.

I know that but it doesn't change the fact that they are "locked" into the mine site. They do 14 day shifts. They don't go up and back in the same day.
